Cramolin and cailube will remove stuff like that, but it will leave behind
a residue which in some environments can be argued to be protective but in
the environment you describe is apt to just attract more dust from being
sticky.

I think in that environment you might just be better off with 92% 
isopropanol from the drugstore and some swabs.  Alkali dust is awful stuff.
