Interesting.  The messages are not MIME encoded at all, but there IS
a MIME-Version header line which I guess causes some mail clients to
treat the message body as an enclosure even without the mime begin and
end in the body.  I'd call that a bug in the mail client, but it should
not be hard to work around by suppressing the MIME-Version line on the
mail exploder.
