It's all covered by the five Maxwell's equations. Of course it is not 
always easy to apply in the real world. The math is easy for 2 parallel 
lines, and other simple cases, but real situations are often more 
complicated. However, when dealing with printed circuit boards, the 
geometry is constrained (parallel planes), and there are software tools 
to predict traces on PCB behavior (inductance, capacitance, crosstalk 
(forward and backward), delays and more). I don't view software tools as 
a substitute to understanding, but they do come handy.
